Auntie’s answer: For those readers who aren’t aware, the Utility Regulation and Competition Office, known as OfReg, is responsible for oversight of Cayman’s telecommunications, electricity and fuel sectors, and eventually water, once the relevant legislation is passed. As for your question about who will be watching the watchers, OfReg is responsible to Cabinet as well as to the Ministry of Planning, Lands, Agriculture, Housing and Infrastructure (PLAHI), at least for now, since the regulated sectors fall under its remit, a ministry official explained.

After the May elections, the ministries could be reshuffled, depending on the results. In that case, there might be ministries for energy or information technology, for example, meaning the OfReg would report separately to those entities.

In addition, Cabinet appoints members of the OfReg board.
