What is a Category 1 missing person?


Auntie’s answer: This question came up in the comments last week under this article: Search intensifies for missing homeless man. The Royal Cayman Islands Police Service was referring to the seriousness of the case of 72-year-old Eral Keith Whitely, who was last seen 26 December.

An RCIPS spokesperson explained that the term used, category one, is not an official designation but was meant to convey the concerns the police have for this gentleman’s welfare, adding that a better and more official term would be “high risk”.

The police determine level of risk by assessing “whether there are grounds for believing the subject is in danger” due to such factors as their own vulnerability or whether they are a possible victim of a crime, or if they pose a risk to the public.

In the case of Mr Whitely, the police are concerned about his possible vulnerability as well as the length of time he has been missing, which is more than a month, so they classify his situation as high risk.

The RCIPS is appealing to anyone who may have seen Mr Whitely in the last month, or has any information about his whereabouts, to call the George Town Police Station at 949-4222
